La tutelle des SKL est la plupart du temps le MOST (Ministère des Sciences et Technologie), de laboratoires de l’Académie des Sciences (CAS). Les KL ont quant à eux pour tutelle, par ordre d’importance, un ministère (par exemple MOE : ministère de l’Education), une province, une ville, ou un bureau de l’éducation ou de la santé. A noter également l’appartenance directe de certains laboratoires à des tutelles "spécialisées" comme par exemple l’Académie des Sciences Agricoles (CAAS) ou encore l’Académie des Sciences Forestières (CAFS)
