France is a highly scientific country at the heart of a Europe that is building research capacities. It has 3 large institutions with which to identify and implement a coherent long term strategy and strengthen the abilities to steer national research policy.

Those 3 institutions are :

  • The High Council for Science and Technology (HCST) The High Council for Science and Technology has been created in June 2006. it is a consultative body composed of high level personalities (from 12 to 20) and whose mission is to provide strategic State decisions in favour of research and development. The Council is in charge of advising the President of the Republic and the Government on every question related to important questions and orientations of the country as regards Research and Innovation policy. Its studies and proposals will give rise to recommendations and communications.
  • The National Research Agency (see chapter “National programs”)
  • The Agency for the Evaluation of Research and Higher Education (AERES in French) (see chapter “French Higher Education System”)
